But now the results are in. According to the Globe story 'Logjams develop at auto test sites,' (Metro/ Region 9/10/00), the rate of car inspection failure has climbed only slightly under the new system, from last year's 8-10 percent to this year's 10-12 percent.
Was it worth it? How did this 'slight increase in car inspection failure' translate to pollution reduction? Did it save any lives?
Is the cost of spending millions and millions of dollars on inconveniencing millions and millions of people worth this dubious improvement?
